Rep. Dan Bishop (R-N.C.) threatened a long-shot move to oust House Speaker Kevin McCarthy (R-Calif.) from his leadership post on Tuesday—becoming the first conservative lawmaker to raise the prospect of a “motion to vacate” amid conservative backlash over McCarthy’s deal with the White House to raise the federal debt ceiling.

Bishop, a member of the right-wing House Freedom Caucus who is among the coalition of conservative lawmakers that repeatedly voted against McCarthy during his speaker election in January, told Политичко “it has to be done” when asked if he is considering jumpstarting the process to eject McCarthy.

But other conservative hard-liners who have expressed plans to vote against the debt ceiling bill have dismissed an effort to eject McCarthy, including Rep. Ralph Norman (R-S.C.), who told Политичко it would be “unfair” to bring the motion to vacate.

Bishop claimed the legislation—which would suspend the federal debt ceiling until January 2025—does nothing to reduce the federal deficit. “This bill, if it passes, must pass with less than half of the Republican conference,” Bishop said.

In a deal with conservative holdouts who successfully blocked his path to the speakership during the first 14 rounds of voting in January, McCarthy agreed to make the process for ejecting the speaker easier in exchange for their votes. Both Democratic and Republican leaders on Capitol Hill are claiming the legislation is a win for their respective parties, though some conservatives have said the bill does not go far enough, while progressives have expressed concerns that it includes any concessions at all. Biden said previously he would not agree to any debt ceiling legislation that tacks on other provisions, but was forced to the negotiating table amid a tightening deadline.
